Government Relations

Building strong relationships with local, state, federal and tribal officials and regulators is essential to our success. These relationships facilitate communication and collaboration and help us stay informed about upcoming policy changes and regulatory requirements that might impact our operations. 

Approach

We regularly meet with officials to discuss regulatory issues and industry perspectives, and to learn more about officials’ concerns and perspectives. We leverage our trade association memberships and provide tours of our assets and operations to raise awareness of our business and the midstream sector.

In 2022, Crestwood’s senior leaders met with the Governor and former Lt. Governor of North Dakota, who are focused on providing a friendly business environment that promotes opportunity and growth with an emphasis on innovation over regulation. 

In addition, Crestwood hosted around 40 North Dakota state legislators and legislative candidates in August 2022 at Crestwood's Station Eight Compression Facility, providing an opportunity to educate them about our North Dakota operations and the industry's crucial role in providing cleaner, affordable energy.

Following the tour, the group attended the MHA Nation's Cultural Center, where the MHA Nation's Energy Director discussed critical issues for the community, including the importance of energy development within the Fort Berthold Indian Reservation, not just for the MHA Nation but for the State of North Dakota.

Contributing to the Energy Industry 

We engage in trade associations that promote industry standards, provide leadership opportunities and raise public awareness. Crestwood's Government Affairs team and internal experts hold leadership positions and serve on committees to advocate our policy priorities. Our Founder, Chairman and CEO, Robert G. Phillips, sets the standard by playing a key role in showcasing the perspectives of midstream operators. His current roles include serving on: 

As state legislatures convene in Texas, New Mexico, Wyoming and North Dakota in 2023, we closely monitor proposed bills and provide input as needed. We offer our perspectives on policy matters that affect Crestwood and, in some cases, provide testimony on proposed legislation.

In the Delaware Basin, another key operating area for Crestwood, our team is focused on enhancing our involvement in the community. We have supported the Carlsbad Energy Summit since 2018, and after Crestwood’s acquisition of Sendero Midstream, our manager of government affairs now serves on the Board of the Carlsbad Department of Development, which works closely with county and state leaders to support economic development, workforce training and infrastructure issues in southeast New Mexico. The Carlsbad Department of Development is a vital and vocal proponent of our industry.

The Texas Pipeline Association (TPA) serves as a resource to the pipeline business in Texas and beyond, collaborating on safety practices, environmental regulations and midstream sector legislation. In April 2022, a bipartisan Crestwood Political Action Committee (PAC) was formed to help broaden our advocacy efforts with elected federal and state leaders. Participation in the Crestwood PAC is strictly voluntary and limited to a restricted class of employees in accordance with Federal Election Commission (FEC) regulations. 

The PAC made ten bi-partisan disbursements in 2022 to support candidates that promote sound energy policy on the state and federal level. In an ever-evolving regulatory environment, Crestwood believes it is important to help elect candidates who understand our complex industry and the policy issues that impact our day-to-day operations. 

Crestwood PAC disbursements are governed by the PAC's Board of Directors, which comprises volunteer senior leaders and operates in accordance with approved PAC Guidelines. These Guidelines define objective metrics for the PAC's giving with consideration for an individual's representation area, committee assignment, leadership position and familiarity with Crestwood and the industry.
